The Wisconsin Partnership: United for Early Success

At Achieve Brown County, we know systems change is not just a local endeavor.

That’s why we’re proud to be part of a statewide movement for policy development, policy advocacy, and policy implementation.

The Wisconsin Partnership is a coalition of local organizations, including Achieve Brown County, working in Brown, Kenosha, and Racine Counties, as well as the City of Milwaukee. With a shared commitment to Early Childhood Education, including Kindergarten Readiness and Early Literacy, we seek to transform systems and ensure all young people have a pathway to economic mobility.

We’re aligned by a shared vision: To put 10,000 more young people on a pathway to economic mobility by 2030.

What We Have Done

  • Developed curriculum and launched a pilot statewide Parents Advocating for Childcare Fellowship that had over 25 parents across the state participate, network, and gain new skills to advocate for accessible and affordable childcare.
    • Since the pilot launched, this work has been sustained in some communities across the Wisconsin Partnership, and we have goals to expand the continuation of the programming to all communities in the Wisconsin Partnership.
  • Coordinated roundtable discussions on childcare with elected officials across all four communities
  • Designed and launched quarterly action plans and shared data frameworks across our four communities
  • Built out monthly working groups and biannual retreats to align our actions across roles and regions

What We Are Working on Now

As a coalition, we have developed a 2025 legislative agenda that includes advocacy for funding in the Wisconsin 2025-2027 biennial budget for:

  • Stabilizing the childcare industry through dedicated state funding
  • Expanding childcare affordability programs like Wisconsin Shares
  • Increasing compensation for early childhood educators

Additionally, we support early literacy initiatives, including advocating for funding for science-based reading curricula implementation and increases in special education reimbursement rates for schools.

By aligning on and advocating for structure changes to state policy, practice, and investment, we are working to ensure every Wisconsin child has the opportunity to thrive.
